If the caucus builds strong legislative membership, a broad community coalition, a focused agenda, and sustainable administration, it can advance significant environmental legislation in 2027 and strengthen its effectiveness in every future session.
The caucus also seeks to demonstrate that environmental protection and economic development are not in conflict. Businesses can flourish while operating cleanly and sustainably in a fragile, high-desert, water-scarce environment.
