When there is a budget surplus, legislators are permitted to allocate budget expenditures for projects of their choice. Capital Outlay projects are one-time expenditures for projects involving capital, such as parks, buildings, vehicles, streets and road repairs, and maintenance and repair of facilities. “Junior” money allocations are relatively small budget allocations that may, or may not, become recurring budget items to fund small projects or to supplement projects in need of resources. It is a privilege to have this small control over state expenditures. Antoinette prioritizes requests within her district, then projects near District 16, then environmental, social service or quality of life projects.
