Strategic Plan (2026)

I. Foundation

Problem Statement
The New Mexico Legislature lacks a reliable institutional force to advance strong environmental legislation from introduction to passage. The Caucus intends to build the membership, coalition depth, and organizational infrastructure necessary to change this.
 

Mission for 2027

Pass three to five strong pieces of environmental legislation during the 2027 60-day legislative session.

Stop legislation that is harmful to the environment.

Ensure adequate funding for environmental initiatives.

Serve as a source of education and expertise for other legislators.
 

Long-Term Mission
Every legislative session will advance three to five strong pieces of environmental legislation, prevent the passage of environmentally harmful legislation, and secure adequate funding for environmental initiatives. The Caucus aspires to become a trusted source of environmental expertise and legislative leadership on environmental issues.
 

Vision
A New Mexico Legislature that moves deliberately toward sustainability, a clean economy, and improved public health for all communities, especially over-burdened communities.

 

II. Theory of Change
If the Caucus builds strong legislative membership, a broad community coalition, a focused legislative agenda, and sustainable administrative infrastructure, it can successfully advance three to five significant environmental bills during the 2027 legislative session.
 

Each cycle of organizing, listening, policy development, and legislative advocacy strengthens the Caucus's effectiveness for future sessions.
 

The Caucus also seeks to change public and stakeholder perceptions by demonstrating that environmental protection and economic development are not in conflict. Businesses can flourish while operating in a manner that is clean, sustainable, and responsive to the challenges of a fragile, high-desert, water-scarce environment.
